Add implementation details for DIDs+eIDAS #2

Issue https://github.com/w3c/did-core/issues/151 was created a while ago in DID Core to consider mentioning of the E.U.'s eIDAS framework. While in DID Core we probably don't want to go into details about eIDAS specifically, it would be interesting to add technical details about this topic to the "Implementation Guide" document.

@nalamillo would you be interested in adding a section to this "Implementation Guide" document, based on your experience with the DID-eIDAS bridge?

Since so far there has been no interest in addressing this issue, and we already have some eIDAS-related content in both DID Core and the DID Use Cases document, we should probably close this soon.

I still think it would have been nice to get some content for the Implementation Guide on how e.g. the eIDAS bridge is implemented to connect DIDs to legally enabled identity...
