Should the definition of a DID Reference be moved to the DID Resolution spec from the DID spec?

Let's leave the discussion over there ...at least until this is resolved.

Syntax of a DID Reference should be in the main DID spec; how it's used and processed during resolution should be here.

@mwherman2000 Coming back to this after a while, I continue to believe that the definition of DID References / DID URLs / etc. belong in DID Core, not DID Resolution. Also note that there is no such concept as a "DID Reference" in the current versions of either spec.

I also note that a similar issue in DID Core has been closed a while ago: https://github.com/w3c-ccg/did-spec/issues/167

If you agree, I propose we close this issue here as well.
