address all TAG/EWP #52

This issue will be complete once all TAG/EWP principles are treated equally in the Rubric. This is required because the principles are not force-rankable while seeking consensus in this working group, as discovered here.

On the off chance your forthcoming PR doesn't include all the TAG/EWP principles, I wanted to suggest that you add a checkbox list here (optimally in the base comment), so it's easy to tell which are done and which remain.
