various minor editorial changes (must merge after #5, instead of #5, or rebase) #6

This PR embodies various editorial tweaks that Joe and I discussed in the context of the google doc. Verbiage is streamlined, and in a case or two paragraphs are reordered to make reading smoother. A URL is updated. Nothing substantive is changed.

This PR asks for the merge to be into the editors-draft branch. That's mainly useful because it minimizes diffs down to just what's actually changed. If we decide to merge this directly to master, or if we merge PR #5 from editors-draft before we merge this, I may need to rebase.

Merging to bring in a first pass at updating the Rubric for the WG. Mostly minor editorial to clarify the shift in both voice and intention.
