Create webs.json

This PR introduces the did:webs method, a did method similar to did:web, that leverages the verifiability and security characteristics of Key Event Receipt Infrastructure (KERI) identifiers.

DID Method Registration As a DID method registrant, I have ensured that our DID method registration complies with the following statements:

• [x] The JSON file contains a contactEmail address.
• [x] The JSON file contains a verifiableDataRegistry entry.

Minor changes to registration information; you can use limited HTML markup in your registration to make the links click-able.
