Update coordination section. #7

This PR adds the VCWG, IETF secdir, and IRTF CFRG to the coordination section.

Ouch. I did not realize this was a set of changes against the post WG changes, so the merge went to an already merge commit...

I will do the changes by hand in the main branch now. @msporny, a quick check by the time you wake up would be helpful.
