Rearrange existing requirements #164

Pursuant to recent decisions taken by the PWG, this branch rearranges the existing requirements (largely unchanged) into new sections that should improve readability and better accommodate forthcoming requirements.

This branch should be merged prior to any continued work on the document. So, please offer any comments in the next few days.

I like this new structure. As far as I am concerned, go ahead and merge it!
