DCATv3 2nd Public Working Draft - update the title and URL to [DCAT-AP-NO] #1375

Both the title of and the URL (though auto-redirected) to the Norwegian application profile [DCAT-AP-NO] in E.2 Informative references have been changed.

Please change to:

title: Standard for beskrivelse av datasett, datatjenester og datakataloger (DCAT-AP-NO)
URL: https://data.norge.no/specification/dcat-ap-no/

Thanks for your comment, @jimjyang. We have prepared a PR correcting the DCAT-AP-NO reference see #1376. This issue will be closed as soon as the PR is merged.
