dcat:DatasetSeries and other elements added in version 3 missing from RDF files #1503

The recent additions such as dcat:DatasetSeries class and related properties (https://w3c.github.io/dxwg/dcat/#Class:Dataset_Series) are not currently available in the RDF files (e.g. https://github.com/w3c/dxwg/blob/gh-pages/dcat/rdf/dcat3.ttl)

It seems the versioning-related properties are missing as well.

An editorial note:

In skos:changeNote's we have:

New class added in DCAT 2.0.

New property added in DCAT 2.0.

and

New class added in DCAT 3.0.

New property added in DCAT 3.0.

There's no version 2.0 or 3.0, so better revise the above accordingly:

New class added in DCAT 2.

New property added in DCAT 2.

and

New class added in DCAT 3.

New property added in DCAT 3.
