formally define competency questions for PROF ontology #732

Feedback on PROF ontology as included a request to define the competency questions for the ontology.

Below is a first cut following the lead of well-known ontology academics (https://protege.stanford.edu/publications/ontology_development/ontology101-noy-mcguinness.html)

  1. If a resource conforms to a specific specification, what other more general specifications does it conform to?
  2. What related resources are available to describe a specification ?
  3. What role does a related resource play in describing a specification ?
  4. What form does a related resource take (what specifications does the related resource conform to?)
  5. What names (tokens) might a profile be known as in a given context?

discussed in meeting https://www.w3.org/2019/09/04-dxwgprof-minutes and confirmed these are the key questions. We just need to make sure these are well described in the document.

Probably we need to come with an alignment between what is here and what is at https://raw.githack.com/w3c/dxwg/prof-3PWD-candidate/prof/index.html#motivating-requirements
