Implement Draft Registry, Candidate Registry [Snapshot|Draft] #970

Note that this is now more than a hypothetical need: the Media WG publishes the WebCodecs Codec Registry and uses automated publication to /TR... which currently fails because Echidna rejects the DRY status.

@tidoust echidna should now be able to handle DRY. Can you please give it another try?

I'm leaving that issue open because echidna is not yet able to handle CRY and CRYD.
