Suggestions for section ordering #104

Especially towards the end of the document, i kept getting the feeling that various sections were in the wrong place. Rather that created issues for each one individually, i thought it might be more helpful (?) to propose an alternative TOC, reflecting where i might have put various topics myself.

Richard, I think this structure is fine. I think it would be good for the various Layout Requirements documents to follow a consistent structure and topic sequence. The topics at the end of the document got into a fuzzy area that might be more related to "writing style" than format and layout, so I was reluctant to integrate them into earlier sections. But you've done just that in the proposed ordering so I assume no issue there :-) I'll work on this next.
