Replace "user agent" with more accurate terminology #429

Given the aim of the Encrypted Media Extensions, it seems prudent to replace "user agent" with more accurate terminology.

Marked as non substantive for IPR from ash-nazg.

Update: Can't add new comments. I suppose when outrage is legitimate I suppose it's easier to censor it than address it.

In any case, rebased on top of current master.
