Use latest ReSpec template #519

We should update to use respec-w3 rather than respec-w3c-common. But doing this triggered a number of JS errors, so will need changes to encrypted-media.js, similar to https://github.com/w3c/media-source/pull/264.

I'm working on this at the moment, but it's highlighting a few areas where EME links to obsoleted terms in other specs. I'll file other issues as needed to track these.
