Editorial: correct double-dot URL path segment reference #2522

This was changed slightly in https://github.com/whatwg/url/pull/736 to give it a more unique name.

This change also strips trailing whitespace.

Do you have an editor that can do that in pre tags or did you have to fix it manually?

I use BBEdit at the moment and I suspect it doesn't care. Not sure any of the previous editors I used did either.

Thanks, helpful to know. I use oxygen and it preserves whitespace inside pre when auto-formatting. If I turn that off it eats everything.
