Switch "Conformance Properties" to "Certifier Properties"

The appendix that defines the accessibility vocabulary calls the one section of properties "Conformance Properties", but we only define properties about the certifier in it.

@clapierre has pointed out that it's probably more accurate to call this section "Certifier Properties".

This change only affects the sub-section title. There are no other references to the title.

Ya, something internal building the examples failed, so nothing with the document. I'll try rerunning it tomorrow morning and see if it's fixed.

There was a bug with the content type used to serve respec-highlight following an update in the server configuration. This should now be fixed. I've re-triggered the build and it now passes.
