As far as I know, we're still waiting on an issue with the copyright line to be fixed @GeorgeKerscher. Until then, I think any merge attempts will fail to publish in the backend system. I'll get this merged once I get the green light from @iherman.

Yes, it is probably better to wait for the copyright issue to be solved before we merge this (the Rec-track documents would be fine because the automatic publishing is switched off anyway but this merge would also affect a bunch of notes). But the promise was to settle that this week, so we should be in the clean as soon as doable.
