[FXL-A11Y] Switching to HTML format and Adding New Section #2584

In preparation for the work to finalize the note on fixed-layout accessibility, I've converted the doc from markdown to HTML and added the sections on reading system accessibility.

Since you're reformatting it, it might be good to go through and change all the titles to sentence case. Or did that stick as a requirement, @iherman?

Might be good to give it a run through the link checker, too. One of the quotes caught my eye because it talked about removing content from the "accessibility API" when it should be the "accessibility tree". When I clicked through to the referenced MDN page I got a 404.

It needs a lot of link checking, thanks for the reminder! It's not been given a hard look, and we still have a lot to write.

@mattgarrish @iherman Made the suggested changes and ran the document through link checker to catch any bad links. Is this ok to merge for now?

It's just a draft, so I'm fine with you merging whenever you want. Other than the CSS ref, the rest were just suggestions.
