Chairs/Editors initial proposed solution for WG review:
Intrinsic fallbacks are useful where a feature is supported by a reading system
at least to the extent that the fallback can be implemented, and the use of
switch is designed for reading systems with no support for a feature.
Recommendation is to add the following paragraph to the end of the switch
element definition to make this distinction clearer:
The switch element is not intended to replace intrinsic fallback mechanisms,
such as the MathML and SVG alttext attributes. Authors should always consider
including intrinsic fallbacks (e.g., to ensure accessibility), even when using
a switch to support reading systems with no support for the host grammar.

I noticed the original issue is incorrect. SVG does not use an alttext
attribute, but the title and desc elements represent the intrinsic fallback
text. I've updated the wording of the first sentence as follows:
The switch element is not intended to replace intrinsic fallback mechanisms,
such as the MathML alttext attribute and the SVG title and desc elements.
