This is a proposed restructure of FAST that incorporates the functional and user needs under development in the functional needs group. Content no longer relevant is removed, and a minor amount of explanatory material added.
In this proposal, every last need is in its own subsection. This is for several reasons:
I believe eventually we will have to explain the meaning of every last need to people not familiar with accessibility requirements. It's best to have short headings and explanations as long as we need them to be.
I hope to use this section structure to create a generated matrix, at first for content checking to find errors we might have made, potentially for more interesting uses later.
We will be more motivated to limit section depth than list depth, so this helps us to focus on what the important bit of content is for each level.
There is much more to do of course, even before this is ready to merge into the editors' draft. This PR mainly has a structural start.
