This is a stalled item from the ad hoc OpenType Variations working group (the closed group that developed OpenType Variations technology).
This is a topic that has undergone a lot of discussion, but has been stalled with Microsoft’s failure to appoint an editor/manager for the OT spec. The idea is to provide mechanisms to a) map between variable axes, such that a higher level, user axis could apply variations on multiple lower level, e.g. parametric axes; and b) enable bending of the variable design space (unlike current avar table, which only bends individual axes).
As of the June 2019 OTvar meeting, the likeliest place to implement these would be a new version of the avar table.
