I suggest this get's moved somewhere else:
A user agent SHOULD allow at least 20 active geofences for an origin.
It's strange to have MUST followed by a SHOULD.
Maybe make a new section in the spec for these kinds of considerations. Like:
A user agent SHOULD allow at least 20 active geofences for an origin. This is because .... bla bla bla.
