Implementation commitment:

All implementations always ask for permission.

As mentioned in #54, this is not true in Gecko or Chromium.

I think https://github.com/w3c/geolocation-api/issues/54#issuecomment-804547442 holds for group policies too. A decision was made by some "super" user for the group via "some UI" somewhere.
