Adds isPrivate in repositories configuration #2

Configuration repositories may contain private repositories.

@plehegar I suppose private repositories should not appear on the group tools page, e.g. https://beta.w3.org/groups/wg/css/tools/.

@vivienlacourba provided more details so the group's tools page will list the repositories with exposed: true only.
