1. According to the Academy of the Hebrew Language, ideally, Hebrew should use low double quote at opening and high double quote at closing.
2. Nested quotation should be enclosed in a low-high single quotes pair.

For example:

”מירכאות כפולות נמוכות בהתחלה ‚נמוכות - גבוהות בודדות באמצע’ כפולות גבוהות בסוף„

Not used for Hebrew:

• single angle quotes (U+2039, U+2039)
• double angle quotes aka "guillemets" (U+00AB, U+00BB)
• CJK quotes.

The Academy says using high quotes as both opening and closing ones is fine http://hebrew-academy.org.il/topic/hahlatot/punctuation/

במאמרה של הסופרת נאמר: "אולי האיור המשעשע ביותר לעקרון ה'איך' לעומת ה'מה' הוא אותה כתובת 'גרפיטי' שהופיעה על קיר של בית בגריניץ' וילג': 'היו נגד אלימות – או שאני הורג אתכם'".

And, I found their following note somewhat puzzling:

הערה: בכתיבת יד ובאמצעי הדפוס המסורתיים נהוג לסמן מירכאות פותחות בתחתית השורה („–”; ‚–’). במכשירים שאין בהם מירכאות בתחתית השורה משתמשים במירכאות עליונות.

• On one hand, it says low-high quotes are only used in handwriting and traditional printing (which excludes modern typography and in general doesn't sound like a Standard). On the other hand, it sounds like low-high quotes usage is limited due to "devices lacking low quotes".
