rb and rtc element should be removed from the list of obsolete features #220

no rb nor rtc in whatwg/html spec for now, it's not just an issue to remove from the list of obsolete, but to add these into spec.

rb and rtc are currently listed as non-conforming features, which means they're "entirely obsolete, and must not be used by authors".
