Update implnote on qa-html-dir: firefox implements dirname #479

As of 116.0a1, firefox supports the dirname attribute. This pull request updates the implnote on qa-html-dir.html.

thanks for this @vinhill. Our policy is to not announce support until the feature is available in a general release version (which seems to be v114 at the moment). So i'll hold on to this PR for now and activate it when v116 becomes generally available.

Good to know, though, that it's on the way. Thanks.
