Unexport UTF-8 and UTF-16 #67

Fixes #66

Exporting these terms resulted in a conflict with Encoding which broke a number of specs.

One difficulty is that i18n-glossary is used by many specs that don't depend on Encoding and wouldn't normally reference it. These have no specref term to link.
