In the course of working on whatwg/html#10119, I found that we lack a definition for titlecase. We have some great illustrations of this in charmod-norm here. We should add an exported term for titlecase and include some note about language sensitivity, possibly the difference between ij in the nl locale and dž in the sr locale.
