Thanks, Tobie for raising this important issue. I totally agree that we need a more robust structure.
In issue #14, (https://github.com/w3c/idcg/issues/14#issuecomment-657257858) I had proposed the creation of an Equity Advisory Board as a method of getting more forceful AC involvement; as well as bringing in appointed members with subject matter expertise. The idea did not get much traction at the time, but perhaps some variation of that idea could be explored.
I believe you mean @hober 's recommendation to create an Equity Review Board?
I think the ERB concept is probably a good step to "codify" DEI into W3C process, at least the best way to integrate into existing process. Perhaps we need to recruit some volunteers to put time into this?
A community group was a great solution to bootstrap this diversity and inclusion effort. I'm wondering whether it might now be doing the effort a disservice by appearing like diversity and inclusion aren't a central preoccupation of W3C and also not necessarily being the most effective vehicle to drive change across the organization.
If this perspective is shared, I'd suggest discussing what other options are available, what benefits and downsides changing structure would entail, and when (if at all) would be the right time to make such a change.
