Initial analysis of Devanagari from C-DAC #2

This has some of the changes suggested by C-DAC. Some of the fields are still marked as "tbd", which will subsequently be updated.

Wrt your offline question about images: where they are useful to clarify the text (which is possibly often), please do use them. Add them to a subdirectory under /gap-analysis/. I recommend creating the following directories, and adding the images to them as appropriate: /gap-analysis/beng-gap-data/images/ /gap-analysis/deva-gap-data/images/ /gap-analysis/guju-gap-data/images/ /gap-analysis/guru-gap-data/images/ /gap-analysis/taml-gap-data/images/

Please use names for the image files that make it relatively easy to spot a particular image by its name.

We may also wish to consider adding tests to the repo. These can be also added to subdirectories such as /gap-analysis/beng-gap-data/tests/ etc.

If you want to submit tests, let me know beforehand, and i'll talk you through some of the format possibilities (this might be a good topic for a teleconference). Of course, we already have some tests, reachable via https://www.w3.org/International/tests/. Where relevant tests already exist, we can just point to them (eg. https://w3c.github.io/i18n-tests/results/first-letter#devanagari has links to various tests relevant to first-letter selection).
