Devanagari: 3.9.3 Embedded quotation marks in multi-script text - clarify use case, gather specimens #32

Verify whether there are different quotation marks based on language? If so, why? since there should be no quotation marks for Hindi to begin with. We may need to look at the CSS spec in more detail. This could be a CSS property for each language script combination.

We need examples of multi-script text using quotation marks.
