Devanagari: 4.4.1 Inter Character/Akshara spacing for Indian languages - Need to have a clear definition in Unicode TR29 issue, add tests #37

Issue: This is a problem for all languages using Devanagari. The Unicode TR29 spec needs to have clear definition of Akshara segmentation for all languages. Add: File an issue for Unicode TR29 and submit clear requirements for Akshara segmentation for Devanagari script and other Indic scripts.

Issue: Need to tests reflecting these Akshara segmentation (Hyphenation) rules Add: Tests for verifying segmentation rules

Note that we already have an open issue about text segmentation at https://github.com/w3c/iip/issues/18

Section 2.10 .1 being about letter-spacing, I created some exploratory tests that can be used to assess current browser behaviour.

You can experiment by adding your own text, and you can apply and change values for the CSS letter-spacing property.

Please report any anomalies you spot.
