Devanagari: 3.8.1 Text decoration - underlines and overlines - should not be used; identify use cases or remove requirement #38

Issue: Underlines and overlines should not be allowed for any languages using Devanagari script.

The concept of handling them should not exist for these languages. Underlines and overlines don't work for Indic scripts.
