This 'ی' can be also used at the end eg. in case of 'سٲری'
What is the meaning of سٲری? Is it not a plural form?
Note that i believe that my original question is now answered (see the table of vowels at https://r12a.github.io/scripts/arab/ks#basicV), however a new question arose which can be found at https://r12a.github.io/scripts/arab/ks#final_e and concerns alternative placements of the inverted v diacritic.
The word 'سٲری' means 'Everyone' in Kashmiri.
Regarding 'شےٚ', I see this as a dictionary entry for this. But I dont find a word like 'شٚے'.

I've been making some notes on how to use Unicode to write the Kashmiri language in the arabic script, and wondered whether anyone reading this can help with a conundrum.
While it seems clear that for long eː Kashmiri uses ی [U+06CC ARABIC LETTER FARSI YEH] for initial and medial forms, and ے [U+06D2 ARABIC LETTER YEH BARREE] for final and isolate, it's not so clear how to write the short e.
Wikipedia uses ێ [U+06CE ARABIC LETTER YEH WITH SMALL V] throughout, but Daniels and LOC show a YEH with what looks like a combining breve above for the initial and medial forms, and ے [U+06D2 ARABIC LETTER YEH BARREE] with the same mark above for final and isolate. The (nastaliq) fonts i tried didn't do job of combining breve.
Can anyone clarify whether this is a missing character in Unicode, or else what should be used?
