note, I've checked with pubrules whether we could pass with this, and was OK. html used for check is at https://storage.himor.in/FPWD-imsc-hrm-20211101.html

ah, sorry, I found that including issue(s) which contains inline image causes an error at publication rule check. filed as: https://github.com/w3c/respec/issues/3825

I'm not sure why the Diff and Preview don't display the images for the Figures, but assuming that's an artefact of PR Preview, I'm happy with this. (there doesn't appear to be any change to remove the images, so it isn't a fault in this PR, I think)

That's actually a restriction of pr-preview, that tool places only processed document but not whole branch nor resources included.
