Add support for accessibility annotations to glTF

Make it easier for developers to expose accessibility hooks when using the popular glTF formats for 3D models.

Responsible Groups: Khronos 3D Commerce Working Group, Khronos glTF Working Group (?), W3C APA Working Group (?), new W3C group (?)

Responsibilities:

• @@@ should evaluate whether the existing XMP extension to glTF provides a useful starting point for accessibility annotations
• @@@ should evaluate whether additional annotations to glTF would provide useful hooks for accessibility
• the Khronos and W3C liaisons should evaluate how to fill the gaps in glTF (if any)
