Positioning of consecutive opening brackets, closing brackets, commas, full stops and middle dots #181

In Japanese text, spacing between consecutive punctuation are partly omitted as described in JLReq section 3.1.4, as follows: image

This is implemented in css-text Level 4 text-spacing, not yet implemented in browsers.

(tests are proposed to i18n-tests, not yet reviewed by i18n WG nor merged)

Please include compression logic requirements -- priority of compression as well as what triggers compression. These spaces are not static.
