Add 簡便な行組版ルール(案) #293

Bin-sensei's "簡便な行組版ルール(案)" (Simple Line Composition Rules) document is often used as a reference, but it was only available in an APL report. This pull request converts it into HTML so that it's easier to refer to it.

How about to use images (or images_ja?) to align with the main document?

@kidayasuo it's an initial converted one, and how about to first merge and fix once anyone find any error?

I agree to merge whatever the initial state available, and then improve / fix to make it version 1.0.

Good idea. I have updated the PR to use images. I didn't use images_ja because this is a single-language document (at least for now).

per chat with @kidayasuo , let's merge this at this point (seems all satisfied with this configuration), and fix with another PR(s) if anything found later.

I would want to do this as a part of #292, and will raise PR shortly.
