added sections, lead text #305

added sections as background and proposal, and added short(?) lead text.

@kidayasuo @murata2makoto feel free to push additional commit(s) for fix. (of course, comment as requesting change is also fine.)

Thank you Shimono-san. It is great if @r12a could review the language of the document for possible improvements.

one point we may be better to update the leading text, switch first sentence with only an introduction of the proposal, and collect detailed description of groups (both JL-TF and CITPC) at a later place (as currently description of CITPC is placed).

I believe I've updated all pointed by Richard. So, ready for merging.
