Update spec status #39

Build fails because "WG-NOTE" is no longer a valid specStatus, and the config was missing the group config. Also added change from PR #38.

PR Preview failed to build. (Last tried on Feb 26, 2022, 8:22 PM UTC).

More PR Preview relies on a number of web services to run.
