Element Timing spec is still within WICG rather than W3 #113

LCP spec relies on Element Timing but the Element Timing spec is still within WICG rather than W3C and that seems a bit odd to me

Shouldn't Element Timing also be brought into W3C process?

100 should fix the dependency issue; the fact that Element Timing is still incubating can then be an issue against that spec.
