Should an app be able to declare that it requires a pen or gamepad or similar?

Ideally, no (within reason). As we want web things to be usable without those things... those would be progressive enhancements.

Where there might be a legitimate case is for VR, where an experience might not make sense without a headset... but even in that case, it's a bit dubious.
