The Internationalization WG noticed that the information in the MOS was fairly out-of-date. This PR contains a rewrite of the material to accurately reflect current guidance.
Note that there are some other fixes to the document outside the scope of I18N:
updated the version of respec from the deprecated w3c-common to just plain w3c version
ordered the list of acknowledgements by family name (and added my own name)
linked the i18n-glossary (as we recommend in the document...)
removed some references that should come from specref (a much more thorough review is needed of the document in general)
added lint-ignore to the must-abstract dfn
Note that I also modified my fork to use gh-pages (so that the document can be previewed on w3c.github.io !!). Please consider modifying the mainline repo to do the same.
Also note that the branch master in this repo needs to be renamed mainline (in keeping with guidance on inclusive language found in this document)
Note that ReSpec will complain about two glossary entries from I18N until our latest version of the glossary is pushed to TR. Please ignore.
