Include spoken subtitles #8

EN 301 549 version 3 includes a requirement for spoken subtitles. These are particular valuable in regions where a lot of video programming uses subtitles for language localization (as opposed to dubbing, or a region where most programming is not in a "foreign" language to begin with). There is overlap with #6, with the main difference that spoken subtitles should also work for closed captions (visible captions which the user can turn on and off) especially when used for language localization.
