Here's an update, to track progress of discussions on bullet chatting.

This was discussed at the M&E IG meeting at TPAC 2019 (minutes), then in a joint meeting with the Timed Text Working Group (minutes).

Here are the minutes from the M&E IG calls that previously covered this topic: January 2019, August 2019.

There is now a Bullet Chatting CG. The M&E IG is interested in helping to identify API gaps in the web platform to help determine what needs to be standardised to support this use case.
