Video SEI events #82

A proposal was shared at the MEIG meeting on 7 December 2021 (minutes) for a browser API to expose SEI (supplemental enhancement information) messages when playing video. See, for example: H.264 Annex D and H.265 Annex D.

We'll follow up as part of our Media Timed Events Task Force.

I'd like to propose that we add use cases to the IG Requirements for Media Timed Events report from @leonardoFu's explainer and then use the me-media-timed-events GitHub issues to continue the discussion.
