Refine TrackDefault spec and implementations #140

The TrackDefault feature area was removed from V1 (actually, such removal is pending a CfC passing, due Aug 10). #136 tracked removing it from V1, assuming such passage. This issue tracks considering adding it back into the MSE spec in VNext and refining it accordingly.

It's unclear if folks actually want this in V2. It's still in Chromium implementation (behind an experimental flag). Into backlog unless and until priority increases.
