The algorithms specify when and how to fire the events. These should take precedence over the tables if there was a conflict.

EME states that similar sections are non-normative. For example, https://w3c.github.io/encrypted-media/#mediakeysession-events.

Looks to me like a spec bugfix in scope for V2.
