Add CaptureHandleChangeEvent removal in Changelog #60

This is straightforward enough, and the value to developers is in observing this change early, so let's merge this without waiting for the editors' meeting. FYI @jan-ivar.

I've just noticed https://github.com/w3c/mediacapture-handle/blob/main/identity/CHANGELOG.md also exists. I believe we should keep only one place for Changelog events. Is it the explainer or the changelog file? Your choice. I can make changes when decided.

Thank you for surfacing this. (a) Single changelog > (b) Two synchronized changelogs > (c) Two unsynchronized changlogs So I've committed a change to bring us back from (c) into (b). We can discuss what changelogs we want for (a) in the editors' meeting; I expect Jan-Ivar will have some opinions.
